Say I have a trinket of +2 good luck plus a ring of Persuasion and the cartouche. would that give me +2, +3, +3 to UMD?

No. The Golden Cartouche gives +3 competence bonus to UMD while persuasion gives +3 competence bonus to all charisma skills, including UMD. Because they are the same type of bonus they don't stack. Good Luck bonus does stack with competence so you would get total +5 to UMD.
another way to get UMD up is by increasing all CHA skills with something like Green Steel items
A max of +6 exceptional skill is possible on Greensteel (+3, +2, and +1 for a total of +6). Exceptional bonuses of different values will stack with each other (this is true of exceptional stats as well). A +3 exceptional will stack with +2/+1 exceptional, but not another +3 exceptional.
Thus, you could get a total of +11 with GS, good luck and Cartouche/Persuasion.
Also, you can craft +2 and +1 exceptional CHA onto a Greensteel weapon. This will give you at least one extra CHA bracket, boosting your UMD by 1. If your CHA was odd, the +3 would give you two brackets for a +2 boost.

I believe the items of Command, Golden Cartouch, Persuasion, and the gloves from Korthos (and a few other items) all give "competance" bonuses that do not stack.
Luck bonuses stack with this.
And the "Big Top" gives an enhancement bonus that stacks with this.
