I read in the Wiki that there are in-quest items to be had for helping to complete the quest. However, I can't figure out how to get them. Is there some NPC you need to talk to?

Snarly Dwarf Chick With A Great Axe
I believe it's the corpses of the Gauntlet characters when you first enter part one.
Sarlona: Stelvar, Stethos, Saltmint, Abbracadaver, Shaigh Hulud, Fujihowser MD, Soundwaive, Kuddlefish and some others
They're on the floor directly in front of you, after entering the first challenge room.
None of those items is of any use, except to look at for funny screenshots. (In the original version of the Shroud, the Greataxe could be useful because Vorpal was good on those enemies and Maiming could do consistent portal damage)
From the Wiki (http://ddowiki.com/page/The_Shroud) under Tips and Misc
In-quest items available at start of the first phase (all Drops on Leaving Adventure and Death, 14th level requirement);
Axe of the Scarlet Warrior: +5 Greataxe: Strength +6, Vorpal, Maiming
Bow of the Jade Elf - +5 Longbow : Dexterity +6, Keen, Ranged Alacrity 10%, Feat: Precise Shot, Sneak Attack Bonus +5, Deception
Shield of the Azure Valkyrie: +5 Tower Shield: Enhancement: Fighter Armor Mastery 2, Shield Proficiency: Tower Shields, Deathblock, Heavy Fortification, Regeneration, True Seeing
Staff of the Golden Wizard - +5 Quarterstaff: Intelligence +6, Greater Spell Penetration IX, Greater Arcane Lore, Charisma +6, Superior Potency VII, Fireball
On this map (http://ddowiki.com/page/File:M_porta...der_shroud.png) they are collected from the corpses right in front of the portal labeled 1.
I went like 15 shrouds before I ever clicked one of the corpses.
“If at first you don't succeed, keep on sucking till you do succeed.”
There are some items that are on the ground in front of the first portal in part 1 - perhaps that is what you mean? In any case, they disappear when moving to part 2. The only one that I have ever used was the greataxe for the trash, but this was back when shroud first came out and people generally didn't have their gear set up just so.
EDIT: took too long to type...
