I think the bravery bonus is getting towards a less grind/more challenge approach, with the necessary amount of Opt in. The game has way to many levels of players, and preferred playstyles, to go Killer DM on everyone as a blanket approach.
Its not TR's that are the problem. I did exactly what you described on my level 12, non-TR, untwinked sorcerer.
Sure, there may be certain OP things at mid-level, but it isn't necessarily TRs.

I've seen people solo quests that were 5 lvls higher than their current toon and complete with no issue at all. I've also seen countless groups (full groups, you know the ones that put up an lfm for 2 hours to get the "perfect group") step into a quest 4 lvls UNDER their current toon lvls and fail completely without ever even coming close to a completion. Some players are good, some are bad. Some people know things that make certain quests easier, others don't. Some people have good toons, others don't. With such massive variety in the game there is no way you could fix something like this by forcing poor TRs to run quests 4 lvls higher. It would just screw up xp, making it hard to reach 20. That would, in no way, make the individual quests harder though.
