Default Can an ability enhancement qualify you for a feat?

Ok, here is the situation. I am sitting in front of my Character Planner and I wanted to make a rogue build. I wanted to save ability points for INT so I took them out of DEX, following stats are...

    STR 16
    DEX 14
    CON 14
    INT 14
    WIS 8
    CHA 8

My thought was to take a the Rogue Dexterity I enhancement at level 2 so I could qualify for the Two Weapon Fighting feat at level 3 but the planner will not allow for that which has led me to believe either the planner is bugged or I cannot take this coarse of action because the game will not allow it. Can someone confirm this please?

Secondly, I cannot take a +1 Tome at level 3 to qualify for the TWF feat because I actually have to level and select my feats in advance, correct?

Thanks in advance for your help.

No, only starting stat, level ups and tomes work.
(Thats why +3 Dex tomes are so great for TWF Builds.)

yea its a classic mistake everyone makes when they start this game. Ability enh bought with ap dont count towards the need to qualify for a feat

    its counted like this:

    starting ability score

    + tomes

    + level ups

    = base ability score.

just to be more specific even tho this is how its counted when you hit c and look at stats (hovering over stats) its not shown exactly like this you have "base" which will be: starting ability score+ level ups.

the tomes will show up as an "inherent" bonus

Also correct. However, TWF is not a great combat style in the very early levels, so you can delay TWF until level 6 without having any real impact on your gameplay. Any later and you have to push back ITWF, GTWF, or Improved Critical, though, so I wouldn't leave it any later than level 6.

Also, you would need either a +3 tome or a level-up point in Dexterity and +2 tome to qualify for the aforementioned ITWF and GTWF with your build as-is. I'm assuming you are a human or half-elf with a 28 point build, so you could also start with 15 Strength / 15 Dex and put all level-ups in Strength and end up in the same place.

If you can swing a +1 DEX tome...they are pretty cheap.

As others have said, TWF can wait until 6.

Thanks for your help guys. This is actually a 32 Point Halfling Rogue that I was considering. I will just eat the loss of INT for DEX this time around. Maybe when I get to 20 I will TR and things will be different. Definately a learning experiance.
