I didn't bug report it in-game (and I probably should have), but the name and description for Meteor Swarm has changed. It now shows up on my Wizard as "Tactical Detonation" and mentions "balls of plasma" in the spell description.
Perhaps it's a bugged swap for a new Artificer spell based of Meteor Swarm?

If I had to take a stab, I'd guess it's the description of a spell from one of the new mobs in House C, like the mix-up with Bestow Curse and Exploding Curse.
