I have tested on Devil Battlefield, the mob is Tiefling Infantryman. The result is:
No Destructions:
(Combat): You attack Tiefling Infantryman. You roll a 17(+19): you hit!
(Combat): You attack Tiefling Infantryman. You roll a 16(+19): you miss!
Destruction:
(Combat): You attack Tiefling Infantryman. You roll a 13(+19): you hit!
(Combat): You attack Tiefling Infantryman. You roll a 11(+19): you miss!
Improved Destruction:
(Combat): You attack Tiefling Infantryman. You roll a 13(+19): you hit!
(Combat): You attack Tiefling Infantryman. You roll a 12(+19): you miss!
Both Destruction and Improved Destruction:
(Combat): You attack Tiefling Infantryman. You roll a 9(+19): you hit!
(Combat): You attack Tiefling Infantryman. You roll a 6(+19): you miss!
Obviously that Improved Destruction does not apply a -8AC effect on your target, but only a stacking -4AC effect with normal Destruction.

If you don't have an SSD, you should be using DDOPreload (fixes the slow first login issue)

The "Tinker's Goggles" drop from the "master of the hounds" chest.
Since some Rune Arms drop in packs that can be run on Epic,

If fab bracers +4 Con effect procs as often as reported, they might be one of best bracer-slot items in game for non-pale master casters. Of course, they do give a lot more to melee characters, so I don't really know how much ******bag-class move would it be for caster to take it... I guess about same as Barbarian taking Bracers of the glacier for fire shield (cold) effect...

I wish the Phiarlian epic items would give stat bonus 7 ie: wis7/cha7... instead of 6, it is epic after all.
Unless I'm mistaken about Treason only being applicable to melee attacks, I don't see any use for the goggles on a wizard who isnt a 18/2 rogue. +6 intellect is available in a million different other ways, including very cheap random goggles. Only other even remotely useful thing I can see for a caster is the neck, and that too only if you haven't yet made a shroud hp item and haven't got Torc yet.
I don't need it to be epic quality, and I agree there might be stuff in the raids, but raid loot is different. In all of the end game non raid/non epic items, we have the regalia and the death's touch from IQ, both questionably useful for very few gear setups, we have the amrath clickies, and we have nothing from this new pack. And why this makes me sad isn't just a lack of loot, but a lack of creative item effects.
Melee's get all 100 different +strength stacking procs, some cool set bonuses, and every update they get some new item effects that look fun and at least make for something different, or make it worth while to think about multiple gear setups which you can debate over. The last caster item with a unique proc was the Eardweller. I just wish we had more fun stuff like that or more stacking stuff so our gear wasn't so **** obvious. where is our alchemical +4 casting stat proc? and where the hell is divine gear? What was the last piece of gear released that made your caster drool and motivated you to farm like hell for it?
