    Default Tempest Rogue feedback

This build seems like a lot of work, but I think is viable end game. I am positive there is something I missed to make it work more. Or perhaps I am just plain nuts. If your suggestion is to eat more tomes, just save it please.

What does that 14th level of rogue give you?
Might consider 13/6/1 where 1 can be Fighter/Monk/Barb
Please show enhancements, so we can get a better idea what you are trying (you can put them all at 20)

What are you trying to get?

Regardless of you not wanting to "eat more tomes," I am going to suggest getting the +2 Dex tome instead of just a +1 in order to get Greater Two Weapon Fighting.

I am going to echo the previous post by saying that the 14th level of rogue doesn't give you much. Stopping at 13 Rogue is a much better idea.

Taking 6 ranger and Tempest I results in a feat deficit of 1, because ranger gives TWF and iTWF for free but requires three feats for the PrE.

The build takes Oversized TWF and no power attack. If that's what is required in order to hit things, it is more DPS, but overall it is a better idea to be able to hit things with power attack on, if that can be done.

One more thing... I don't see a feat selected at level 9, in the character planner.

13 Rogue / 6 Ranger / 1 Fighter or Monk. This gives you a feat to use in exchange for a lackluster rogue level. You could use it to get Greater Two Weapon Fighting.
White Fang (newbie-friendly build) - TWF melee dps with self-sufficiency and rogue skills.
California King - the hagglebot craftbot alt build, pure Arty leveling with two-handed weapons.

Excellent suggestions. The tempest feats are too much, and a +2 dex tome isn't impossible (I just don't have one).

My main goal is to dual wield Dwarven axes for better dps. So my next question is when should I enter the level of fighter?

Here is a remake of the build

To make it easy to get plenty of feats while on the way to get Tempest I and also to make it easiest on the skill progression I would do this:

    1 Rogue
    2 Fighter
    3-8 Ranger
    the rest Rogue

I like getting the TWF feats before mid levels so that I can start dual wielding. Also, Fighter has the fewest skill points, Ranger has the second fewest, and you want to take 1 Rogue at level 1 to unlock the cross-class skills... so it is very easy to max what you want max'd this way. You also get a little +2 BAB boost while leveling compared to pure rogues.
White Fang (newbie-friendly build) - TWF melee dps with self-sufficiency and rogue skills.
California King - the hagglebot craftbot alt build, pure Arty leveling with two-handed weapons.

    Feats
-I very strongly urge you to get Improved Evasion instead of Skill Mastery.
-The Ranger active past life is only relevant for AC. I think you will be much better off ignoring it.
-Mental Toughness is not a great choice on a 6 ranger build. You will only have level 1 spell slots, and you can very very easily keep Ram's up without it. You can swap those two and your extra Toughness for the pre-reqs to Tempest - you're already in pretty good shape for Rogue HP, and Tempest + rogue = crazy delicious, feat deficit or no.
-Monstrous humanoids are squishy and fairly rare in endgame. A couple epic Fens quests and a couple eVoNs are the only places I can think of. I think you would get a lot more out of Favored Enemy: Evil Outsider. Amrath is crammed with them, Shroud, VoD, the list goes on.

    Enhancements
-Haste Boost IV represents a 15% DPS increase without Quickdraw. It costs 10 AP, which you could currently recoup from Dex II and III which are giving you 1 Reflex save and not much else.
-Critical Accuracy only helps you if you are missing or are aiming for Kensei. Neither should be the case with this build.
-Ranger Favored Damage is worth a look: +2 damage for 3 AP is pretty efficient.
