I you speaking of the Efreet Name seals so you dont have to fight them. they have been in the quest since its release as to them in the Epic chest I have never seen them.

It's happened twice in about 35 epic runs I've done. A Spectacles of Spirit Sight seal, and a Sirocco seal. The first time I saw it was immediately after update 9, but the seals MAY have dropped in there before.

yea i think all the sands epic chests have a chance at dropping seals instead of shards. The WK one does seem extremely low rate, much lower then the shard drops.
