I have seen people post this in their HP total in builds, is this one of those that once you unlock it it is available to all characters on that particular server? Or does it have to be unlocked per character?

I have not been able to find this out through searching, as I just seem to find build after build with this listed.

IT's agents of Argossian(sp) favour. I believe. Gianthold quest pack, mostly.

It requires 150 Agents of Argonnessen favor to unlock, and it unlocks only for the character that attains said favor (i.e. must get to 150 on all characters that want the feat).

For example if I take my lvl 20 cleric and unlock the 150 favor, will all my characters on that server get the extra +20 hp?

Agents of Argonnessen - 150 Favor reward, must be completed on each character (which means you need to do most of Gianthold on Elite on each character that wants it. Argo favor is also available in Reaver's Refuge.).

Ok thank you that is what I wanted to know, my cleric is close so I am going to get it with him first but wanted to know if I would have to do it for all characters that I have on this server. I have 1 more that is able to enter the area so I will work on that one after I finish the cleric.

Agents of Argo favor comes from the Gianthold and Reaver's Refuge quests, not Amrath.

You don't need to do any Amrath to get this.

If you run all the GH quests on elite, and then do GH Tor and Reaver's (the raid) you'll get it.
