Different amounts stack for both elemental and exceptional. You will need to TR three times as a sorc too for the extra SP, and take the sorc past life feat. Plus all the mental toughnesses.
Some would include the Bauble and the epic spell storing ring as potential SP plus abbott gear, the torc, concordant opposition gear, and a +4 cha tome.

The problem with 'most spell points' is that its not usually worth it to have the max.
So you say you want max spell points on a halfling and will go archmage... well I assume you mean max spell points for a wizard then, because a sorc is going to have more.
Class issues aside, its still not worth it in either wiz or sorc to have maximum spell points for practical reasons. To even begin to achieve max SP you need to have 3 Past Life sorc and 3 PL fvs. So assuming you have the PL issue taken care of you have the SP feats: mental toughness, imp mental toughness and PL sorc. Now is it worth it to take all 3 on a wizard or sorc? Sure you could take all three but what other feats would you sacrifice for that? Personally on a wiz I would not take imp mental toughness and would take say insightful reflexes or extend.
In any case once you get your PL and feats set up you then can deal with the gear issue. You will want +1 and +2 exception int items for a wizard, as well as a +7 intelligence item like the epic staff of inner sight. Dont forget your GS SP item (+150), archmagi item (+200) and a +4 intelligence tome. Something like the littany trinket might give an additional profane bonus too, cant say I know for sure though.
Also you will want to account for buffs, specifically ship buffs and yugo pots.
So once you get all this gear, buffs and past lives that I have mentioned you will be pretty close to max SP. Of course getting completionist for +2 to all stats will grant additional sp too but thats an awful lot of grind after everything else we have gone over.
So I dont have an actual answer for you on what that number is but I hope you see that with the effort to achieve "max SP" that there may not be anyone on the forums to give you an answer.
If you want to hit the *absolute* maximum, you'd also need to use a Large Guild Augment slot with the SP guild augment. That means you'd need to be in a level 70+ guild.
each sorc past life grants 20 additional sp. each fvs past life also adds 20 additional sp. was wondering if you had three past lives as a sorc and three past lives as a fvs, would these stack for a total of 120 additional sp?

40 cha seems way too low to be max.
20 base +5 levels +7 item +3 exceptional +3 enhancements +2 yugo +1 litany +3 tome +2 completionist=46
(+4 cookies)=50
That's off the top of my head I'm guessing I missed something. If you go human +4 tome +1 enh gets you same
if you don't go human drop 2 off.
Maximum charisma is way higher, at least for a Drow:

Human can hit 56 with the extra +1 from Human Versatility. That's a +23 modifier either way, for 667 total sp.
You can also get another 105 sp from the active Sorcerer past life feat.
was looking at more of a static number, not one based on pot useage. Figured 40 would be a good, solid number to work from.

Yugo pot doesn't disappear between quests I believe. And quite definitely lasts through shrines,
If all you care about is SP and not sorcerer cap stone by splashing 1 level of Bard and 1 level of Favored Soul you will end up with more SP based on an having an extremely high charisma. Any charisma even number past CHA 26 gives more SP to this splash.
