I turned in enough coins to get 10+ recipes of every other kind but haven't seen a single rec 14.

Yea I spent way too much time to make a lvl 8 major ice lore scepter with festival superior glaciation 9...now release the level 9 ice spell please . Almost 12000 motes later and I had a nice donation of recipes 6-14 from a kind person.
