Wands?

So I'm starting to notice something, whenever I make a Caster, I get tons of Wands of various spells for the character, but now that I made this new Bard in Orien, I don't see any available in quest rewards. Why does this happen? Why are we not allowed to have wands?

I almost never see wands on my end rewards lists, and they're all set to "not by class". I think wands are actually a rare-r thing to see? Outside of the named Eternals and such from chain end reward lists.

Well, when I make a Sorc and go do Kobold's New Ringleader for kicks I always see a bunch of wands there to choose (Exp. Retreat, Niac's, you name it) and I think it's unfair that my Bard doesn't get those

I get them on my Paladin. You only get items you can't use. Hence my FvS pulled maybe 2 dozen Stonedust handwraps out of Eyes of Stone.
