my pally (drow ) started with 17cha/12con/15dex/11wis/15str/10int/..... was gana be twf he is level 9 now 8 pally/1rouge his umds 28. cha24/str20/con16/dex15 will a + 2 tome make it so i can get all twf?/14wis/10int............ this is a really old build any advice welcome im fine with dumping him but im not dealting him :P edit OH no... missspelled up top *sigh* its to l8 for me to be typing......

My understanding is that if you started with a Dexterity score of 15, a +2 tome will put your base Dexterity to 17. Both Improved Two Weapon Fighting, and Greater Two Weapon Fighting require a base Dexterity score of 17 or greater.

Items you wear do not count toward this total.

I'm not sure how to interpret or respond to the rest of your post as it is written in some odd form of shorthand.

With a 15 DEX, you can fit all three TWF feats when you use a +2 DEX tome, yes. Your CON is low, so eat a +2 tome there as well, and one for STR and CHA as well.

Only original stats, level ups and tomes count toward taking feats. GTWF requires 17 Dex, so starting with a 15 Dex and a +2 tome (or a 14 Dex and a +3 tome on a second life) will work fine.

You cannot use stat gains from items or class/race enhancements for picking up feats.

You can get the +2 tome and then talk to Fred to swap out a placeholder feat if you don't have the +2 Dex tome when you take the level where you want to take that feat.
