Did some testing for us.
Rolled up a dwarf fighter with vet status, giving her TWF, ISB, and THF.
I used 2 methods, both against a training dummy:
In the first method, I clicked each attack individually so I could stop and mark down when I got a SB.
This resulted, over 200 hits, in 47% of hits causing a SB, rather higher than the expected 40% if the TWF feat was applying.
Then, to be sure, I clicked auto-attack, waited a few minutes, and analyzed the combat log. This resulted, again over 200 hits, in exactly 20%, which is expected for the ISB proc rate without the TWF feat applying.
What seemed to be happening was that the first hit in the attack chain had ~50% chance of procing the SB, while the other attacks in the chain had either no chance or a much, much lower chance of proccing a SB.
Conclusion:
The TWF feat does not seem to effect shield bashes. When using a shield you can achieve much higher proc rates from the ISB feat by twitching.
To ensure this result, another test should be done using a character without the TWF feat, to make sure that the increase seen while twitching is in fact unaffected by the TWF feat. But I need sleep, so someone else can pursue this if they want.
