I would recommend Impaqt's Evoker FvS: http://forums.ddo.com/showthread.php?t=199266

It's a 32 point U9 offensive caster FvS build with maxed WIS, but you could but the extra points into STR (for more melee in low levels), CON (for more HP, and what I would recommend), INT (for 2 more skill points per level), or CHA (for a few more SP).
