Those preliminary stats are so weak. Full BAB we already have thanks to Divine Power, and a once-in-five-minutes smite with a continual debuff is not very useful either. Consider that most melee FVS builds have very low CHA, and most boss fights aren't even 5 minutes long, this is significantly worse for damage than Angel of Vengeance, which at level 1 is basically a permanent +2 to hit due to the aura, and boosts Blade Barrier as well, without a cooldown and without dependence on a dump stat.

I would be disappointed if Turbine released that, in such a state.

It would seem wise to have a strong passive on a PrE, or at least a strong active. A debuff only would help on boss fights.

HOWEVER, if they made it an AURA debuff where if the mob is in range you get increase attack, that would make perfect sense.
