but if your to hit is high enough why bother with bsword proficiency at all?

I've read that you only get glancing blows from bsword / daxe if you have the proficiency; I haven't confirmed that in-game myself, though.

You do, but only if you are not duel-wielding. Use them with a shield or nothing in your offhand, and you will get glancing blows.

THF feats to increase glancing blows apply as well.
