Yeah I got a +3 cha on my sorc in piker's fate. I think that is the only raid that will drop +3 tomes on normal. Well except ToD in the Sally chest, maybe.

Although I find it more impressive that it dropped in an at-level group.

Yup, saw +3 int the last time I was in there. Wasn't elite.
Hound and VoD both use really special loot tables. For most items they are exactly the same on N/H/E (or close to it). Shields (HoX) and Bracers (VoD) are incredibly much more rare on normal, and I'm assuming they did the same thing with tomes.
This all comes from some random source posted elsewhere, but my own experiences would agree.

I can't find it but I know it's true. Loot bonuses of all types(Jewel/Bonus weekend/Half-Orc ability) DO NOT effect specific loot. This includes Raid loot, as well as specific named items that drop from chests.
If they did, everyone would wear one every raid they went in. Don't you think? Why go into a raid with lower chances?
I've heard +x loot bonuses dont affect named items drop. I've never heard it doesnt affect raids...
Never the less, all the chests buffers crying out loud on shrouds when someone open a chest before they pray for it.
