Gust of Wind in town? Is this a bug?

I was playing DDO as my character Mechmage, and soon learned that Gust of Wind can be cast in a public area, and actually debuffs the player you're casting it on, even knocking over halflings. Is this some sort of glitch? I don't want to be on the receiving end of any griefing that results in it.
