Curious: non-use of Planeskeeper for new quest.

I'm a little curious about why Kannoch Flamehand in the Twelve has his own mini-gate to Kyber, when only steps away is the entrance to the Planeskeeper's room.

There doesn't seem to be anything in his dialog as to why he can somehow hold open a portal to another plane (Kyber of all places!) right there in the main room of the Tower. Wouldn't this require vast energies and be more appropriate to the Planescaller? After all that is what his job is and why he has a whole room dedicated for such tasks. :P

The Twelve, like many organizations, have their internal politics and people who can't be expected to do their jobs properly. Maybe he got tired of the Planeskeeper repeatedly shirking his duty.

The Planeskeeper keeps failing his d-3900 Khyber Certification.

He is only allowed prop planes and battlefields.

Underground caverns he is just not qualified for.

Those who've played VON3 will recall that Khyber is not a plane.

Khyber is a big cave. You can walk there. Drow characters are in all likelihood from Khyber.

Note that it is a writing error whenever a DDO extraplanar creature uses "Khyber" as a perjorative, as happens in Chronoscope. Devils and things would just think of it as a deep cave, and not worthy of respect.

Humor and roleplaying aside, its probably because they wanted to avoid confusion by slapping a quest interface onto an NPC that is also used to portal to other zones. It might have made a little sense to have an "apprentice" (or a specialist) standing next to him and summoning that one particular portal, but putting it on HIM would be a bad idea.
