Which version of Internet Explorer do you have installed on your computer, and is it updated with patches and able to connect to the internet? If not, that would be your problem, since DDO uses IE to access the store.
If you're okay where IE is concerned, it might be a .NET Framework issue.
There have been a dozen threads in the past couple months about this exact same problem in this Tech Support forum, so you could search those up for additional information.
