Although, Greater Disruption? Really? You're expecting a Tier III GS bonus effect from this system? What next? Lightning Strike?

GS has a tier 3, higher base damage, and three other effects on it with an ML of 11-12.
Crafting has a much higher ML for the same power and is limited to two effects. I very much expect tier 3 GS effects to be available on crafted gear just like they have appeared on tons of other named gear.
Lightning strike is +12 average damage per hit and is one of the best tier 3 effects. Let's see what else is +12 or more average damage per hit that is a standard trash loot effect...
Greater banes, banishing, disruption, and smiting. I am fairly certain that we will see all of those in the crafting tables also. I expect most tier 3 GS effects to be +4 to +5.

With a high enough enhancement bonus any effect is possible. If the best weapon you can make with the highest shard of potential is +1 Khopesh of Lightning Strike, I'd hardly call it unbalanced. In fact, that particular weapon would be complete trash as it would have a min level of 20. I used a bit of an extreme example there, but those effects could find their way onto higher tier shards without obsoleting greensteel if the devs are careful about it.

I mean, when we do finally get banishing, we could craft +5 banishing handwraps of greater evil outsider bane (and still have potential left over)...

ML is ultimately an after thought for weapon balance. The game's balance is pretty terrible until end-game, anyway. The kind of effort required to obtain the item is what really matters.
GS takes many completions of a high level Raid. An, at this point, rather easy Raid, but still at least a little challenging.
Cannith Crafting takes junk gear that practically gets thrown at you no matter what you do, and turns it into viable gear. It takes an incredible amount of grind to get to high level crafting, but it's ultimately a test of boredom, not playing skill in any real way.
The GS absolutely should exceed Cannith crafted gear. Difficulty absolutely should be rewarded more than insanely long but no-difficulty grinds.
Ideally, the insanely long but no-difficulty grind would be heavily modified; but still, unless an item is primarily earned via high level quests/Raids, it should not exceed the best high level quest/Raid gear.
If lightning strike were to be added, the best you'd be getting would be +5 holy burst silver XXX of lightning strike. I don't think it compares too well to greensteel with +5, increased base damage, holy, shock, shocking burst with a little added bonus of evil bypassing. The thing that may push it over the top in some situations is the DR bypassing you can put on. The math may prove greater bane to be more damage, but I haven't crunched the numbers. So the lightning strike portion is mostly just for show. The real power in greensteel is the combination of 3 tiers and the added bonus effect on tier 3. That's basically 4 abilities all in one. Cannith crafting gives you 2. Maybe 2.5 if you count the metal type as an effect.
Of course this assumed lightning strike is a suffix. It could be prefix then you'd have +5 Lightning Strike Silver XXX or Greater Evil Outsider Bane which should out dps a greensteel by at least a bit.

There's also a few new powers for epic items in the dev's proposed epic item pass, such is 'improved paralizing'.
As long the wait to get regular paralizing recipes will be, if we'll going to have epic'ish stuff in recipes then is reasonable to expect the new toys when the crafting level is expanded to over 9000.
