1. coz i like to sneak around sometimes. i don't care if it makes me a flavor build
2. sneak and go to end and win quests
3. running bottom crystals in titan raid
4. often to use assassination
and i know3 and 4 don't need ranks in it.
I used to use it for some stealth quests, but now I only use sneak for assassinate. Mostly jump+sneak+kill combo, though sometimes when I am ahead of the rest of the group and don't want to be the first guy seen I will tap the sneak mode on the rogue till the rest of the group catches up or until I get there first with an assassinate.

The following uses of sneak make sense to me
- As a toggle to assassinate.
- The rare sneak quest when soloing.
- When you want to get on my DNG list turn it on in a normal dungeon and keep it for extended periods.
- Piking at beginning of dungeons.

Deserves a spot on the hotbar just for that.
2) Hide + Move Silently + Bluff for pulling. Just started my first toon with bluff and it's amazing how much easier use of terrain + stealth + bluff can make quests. Only use this solo or if you zerg ahead of the group.
3) Assassination.
4) Bards fascinating when zerging ahead. That said I never have the skill points free on my bards and invis does just fine for me.
5) Zerging through quests solo...use along with invis and only hide/move silently when you're going to have to cut close to mobs.
6) Avoiding agro while leading the pack on a rogue. Also good for letting those slow-moving people in your group catch up. I'll run full speed until just outside of recognition range of the mobs and then toggle it on. If the group hasn't caught up yet then it's time to bluff pull. If they're close I'll skip the bluff pull and just start moving up on the enemies until they 'flinch' from the other party members closing, then toggle off sneak so I can run in berserker rogue style and cleave.
7) Piking
The problem with a lot of the things I mentioned is that you can often accomplish the same goal w/ invis clickies. I can solo Diplomatic Immunity with a single item w/ 3 clickies of invis and kill just 1 enemy (boss at end). If you know where the enemies are going to be and give them a wide berth then invis often does just as well as sneak without a movement penalty. I think I would only bother on an assassin or on a toon that does something odd like taking sap to be honest. Otherwise invis will get you enough stealth to get by. I really do like my Black Lotus I'm playing right now and keep Sneak on the toolbar so I can quickly toggle in and out of stealth. It's a huge part of my game on that toon but people might not even notice because I toggle it so quickly. Knowing agro ranges makes it so you can stay in Sneak a very short time to get the effect you want.
It's kinda sad, but most of the things you would use sneak for in a group of average (near zerging) players, can be done with Invisibility and going into sneak mode, even if you have zero ranks in Hide/MS.
However, having good Hide/MS skills and gear adds a new dimention of capabilities to your char, that is a lot of fun.
And the more you use stealth, the more you find creative ways to use it even more.
Actually, I do not think that "stealth" is seperate from "tactics." They are an integral part of each other.
There are many tactics you can use in DDO to pull off all kinds of tricks on monsters.
Usually to make large fights into small ones, but sometimes you can avoid or delay fights......or sometimes you can just play around and try something new.
I often use stealth just to see what I can get away with.
(and do not play perma-death for the same reason.. )
I use stealth just to show off.
One time, I invised and snuck out to Running with the Devils. A second player then came runnning out there agroing everything in the Vale....
Well I knew I would die if I fought that many monsters at once, so I waited.
He died.
I took his stone to the shrine. (with zero agro).
He rezzed, and went off and agroed more stuff.... And brought them back to the shrine where I was.
He got incapped.... with a couple Orthons standing over him watching him.
I grabbbed an Orthon and /danced.
I /poked the player.
I then cast Invis on him, and then hit him with a wand.
He stood up. Waited a moment.
Then he moved...
... and died.
he then called me some names, recalled and dropped group.
I love stealth.
