I dunno, this argument has been used before, as an excuse for any number of things that are wrong or missing from the game. Have you seen turbine/warner's career page? They're hiring all kinds of ppl, and most likely already have a pretty sizable staff of artists/devs. PLUS, in business, you spend money to make money, so if a 'thing' is required, you buy it/invest in it/outsource it/or otherwise throw $$ at it, knowing that it will make you money in the long run. Saying that this or that feature isn't in the game because Turbine is shorthanded is nonsense.
So i just don't buy the dev-shortage argument at all. It comes down to the choice being made to/not to do/not do whatever it is. Or it's on their roadmap for later, or it's not on their radar at all... I can guarantee you that high level board meetings have little or nothing to do with what the customer wants. It's about how much of what they take in is getting into the shareholders' pockets, and where do they put what's left in order to make that number go up...
New users are daily flocking to the game, despite the fairly dated gfx, or maybe it's BECAUSE of... I mean the minreqs are pretty low, and for an online game that's going to be a good thing. So investing in eye candy is either fairly low on the priority list, or it's intentionally being kept at a minimum for the reasons mentioned above.
