There are some minor tweeks that can be made to improve viability of ranged and they are generally supported by the rules.

First, as it pertains to bows, they are two handed weapons so give them 1.5 str mod to damage. It is neither clearly stated pro nor con and in any case in DDO terms would not break any "balance".


Second, as it pertains to thrown, a feat that allows a characters current dual wield skill with thrown.

Third, as it pertains to the various crossbows, a feat that gives stat mod x(or even half stat mod x) to crossbow damage. Dex mod would be a good choice here for either full or half.

It's simple, effective, not OP, and well past time. (Arcing ranged wouldn't hurt either.)
