Error : Process Buy Now Unable To Fetch Product Key

When i try to active the 25 characters pass , per 30 days (paybycash)
i get the messsage , i look the guide and say this :

PROCESS BUY NOW UNABLE TO FETCH PRODUCT KEY

If you are receiving this error message, please follow the directions below to add a Game Time Card to your account:
Go to https://myaccount.turbine.com
Log into the website with the same Username and Password that you use to log into the game.
Scroll down the page until you are looking at the game subscription box. Inside this area, you should see the words "Game Card Information" in blue on the left hand side, and underneath that "Add Game Card" in white.
Click on "Add Game Card".

, but the "Game Card Information" label doesnt exist!!! , so "add game card" doesnt exist too..
soo what can i do ?
