It does stack with haste, so that is entierly true. BUT, the AA ToD set does not stack with the lvl 20 ranger alicrity capstone. The 25% of the capstone will just overwrite the ToD bonus, since they are both competence bonuses.
Haste on the other hand is an Enhancement bonus. What would not stack with this, would be; Black Dragonhide Armor and Quiver of Alicrity, since these are enhancement bonuses aswell.
They chose some bad terminology on the description of the item.
The named "Ranged Alacrity" property is a different effect that does not stack with haste.
The set bonus provides a competence bonus to your ranged alacrity, which will stack with the enhancement bonus to ranged alacrity from Haste or "Ranged Alacrity".
The real kick in the pants here is that it lies and only provides a 5% increase.

Is it just me, or does it seem like the devs literally went out of their way to make this complicated? Seriously, enhancement bonus to ranged alacrity, competency bonus to ranged alacrity, and ranged alacrity, but some only stack halfway etc etc.
Why? Why cant it just be more intuitive, is there some hidden reason for making this complex that I dont get?
