Looking for answer regarding Destruction

I keep hearing Destruction is and isn't working and I need a solid answer, because I'm about to start building my DT vestments. All information I can find about Destruction not working with handwraps is really old and outdated (ie. from 2010) while another Monk friend is telling me Destruction definitely works right now. Can anyone confirm this for me?

destruction not applying to unarmed is WAI.

The breastplate is intended to grant the Destruction on-hit effect to wielded melee weapons, it will not function with either ranged weapons or unarmed combat (including handwraps). The description will be updated to clarify this. (And no longer refer to the breastplate as "a weapon".)
