Veteran & 2nd+ char problem :(

Is it really intended that only one's first char (that does the washed-up-on-beach sequence following Jeets around) be the only one that I can get a Wand of Spark of Light for? My Veteran-created char (which cost money) could really, really use one. It also looks like I don't get an End reward for completing Misery's Peak. (EDIT: I meant The Salvation of Korthos end reward choice, which has some important items, such as half of the Troubleshooter's set.)
