- Starting with a good con, usually 14 or 16. Every 2 con is 20 HP at level 20.
- Wear a 6 CON item as soon as possible. Usually this is level 15, though you can get it at 13 with race required or bound items. This is an additional 3HP per level, for a total of 60HP at level 20.
- Wear the best False Life item possible. Greater False Life is, I believe, level 13, and is another 30HP.
- Take the Toughness Feat, and any associated Racial Toughness or class Toughness enhancements. For a Drow, this is an additional 42HP at level 20, and can be more for a tougher race.
- CON enhancements if your race or class allows them.
Those are what anyone can do, just using random unbound loot and your basic build.
Going into the more expensive or P2P oriented options...
- A Toughness item, such as the Minos Legens from Necro 4, or the Thaark Bracers from Harbinger of Madness. +20 HP.
- 150 Agents of Argonesson favour, for a stacking +10 HP.
- A Greensteel HP item, +10, +15, and +20 stacking HP per tier for +45 HP.
- For some classes (Fighters primarily), you can sometimes fit in a second Toughness feat for another +22 HP.
- A +2 CON tome is another 20 HP at level 20.
- A +5 HP bonus if you happen to wear the event Greater Stalwart Trinket.
- Another +20 HP at 20 if your guild has a +2 CON buff shrine.
A breakdown for my Cleric is:
20 - Heroic feat that everyone starts with.
160 - 20 levels of Cleric, a d8 per level class.
140 - 24 total CON, for a +7 CON mod. This is my base CON (14), a +3 tome, a +6 item, and +1 from the Human enhancements.
22 - Toughness feat
30 - Toughness enhancements
20 - Toughness item (epic Green slot, used a Minos Legens before that)
30 - Greater False Life item
45 - Greensteel HP item
10 - Agents of Argonesson favour feat (Draconic Vitality)

For your 17 Drow Ranger, going by your MyDDO link in your signature, it looks like your breakdown would be something like:
20 - For being alive, the starting feat everyone gets
136 - 17 levels of Ranger, a d8 class
68 - 18 CON, looks like 14 starting CON and a 4 CON item, so a +4 modifier and 17 levels
10 - from somewhere, I don't see a False Life item, so maybe Agents of Argonesson favour?

Things you can do, will be to take the Toughness feat when you hit level 18. Be sure to respec your enhancements to take Racial Toughness 1 and 2. At level 18, that would give you 20+20 HP. (19+20HP if you respec'ed it in at level 17). You have 0% fortification, so getting a Minos Legens as soon as possible should be a goal. That will also get you +20 HP. Upgrade to a 6 CON item, and get Greater False Life somewhere (for +18 and +30 respectively at level 18).
12 - For hitting level 18.
20 - Minos Legens
20 - Toughness Feat at level 18.

18 - Upgrading to a 6 CON item from your 4 CON item.

That's a far more respectable total. You're getting to the level where there is a LOT of unavoidable damage. Devils teleport around and cleave. Spells hurt if you roll low on your reflex checks. You're also at the level where crits HURT, and you want the best chance of avoiding crits (100% Fortification).
I would be hesitant to take a 234HP Ranger with 0% fort into a Shroud. You're too much of a liability to the healers. A 354 HP Ranger with 100% fort is vastly more survivable.

+6 con is lvl13, with RR being lvl11.
Greater False Life is Lvl11 with RR being Lvl9.
You've got that backwards -- 234hp and 100% fort is much better than 354 and 0% fort. As important as HP are, having fortification trumps it.
For that matter, I'd hesitate to even log into a character with 0% fort who is big enough to run the shroud.
You can get heavy fortification items at lvl9 (or RR at lvl7).
