10 + spell level (in this case 16). You can add item pluses to cha, tomes and enchantments to reach that total.

The rule for Pen & Paper, and as it so happens also for DDO, is 10 + the level of the spells you are looking to cast.
So, to cast level 6 sorceror spells, you would need a modified Charisma total of 16. That could be a base of 10, and a +6 CHA item. Or, any other method of getting to 16.
