So usually I lock/unlock stuff on my shortcut bars using the (CTRL =) key combo. However, recently that combo stopped working. Anyone know how to make it work again? Pleeease?

After contacting support, log into your email webpage to add noreply@turbine.com and accountsupport@turbine.com to their "safe senders" list and your contacts list/address book. Be sure to check Spam/Junk Mail folders as well since most email providers do not let external email programs or cell phones download mail flagged this way.
Well in Options>Keymapping, I don't think there is an option for the lock/unlock shortcut bars command. If there is, I would greatly appreciate it if you could point out for me which one it is. I REALLY don't want to have to Default all of my keymaps and reassign EVERYTHING if I can avoid it.
Also, I heard that there is a way to do it by editing a source file in the Dungeons and Dragons Online folder in My Documnets. I don't know how, though. Any help with this matter would be greatly appreciated.
Without changing anything I confirmed that "CTRL" and "=" (equal sign) do lock/unlock the hotbars, the manual option is under UI Settings ("Lock shortcut icons to the shortcut bars") so I hit Default on keymapping and it was still that key combo that worked, I would try it at least once to make sure you didn't map something else accidentally to ctrl/=
