Of course, this is all under the assumption you're intent on going to use quarterstaves for some reason. There are plenty of good to great orcish TWF builds here. I also kind of wonder why, if you're doing a completionist project, you don't take a different melee life first. Rogues are spectacular DPS, good soloists with the right gear, and tons of fun to play, but fighter, monk, and barb all give better passive PL feats, and the fighter active PL in particular would be great for a Rog.
