    Default 16 Con

Can me make it to where we start with like 22 point builds, but have a min of 16 con required?

you mean where 16 con is default and you cannot lower it, so you only have 22 points to spend?

Some people enjoy making 6 con elf wizards, with a monk splash for windstance while wearing bloodrage symbiont.

No. I like the option (especially on an elf or a drow) of setting my con to 14 or even occasionally to 12.

Constitution, however not a "dump stat", is not required to be high to complete quests.

    It just isn't.

You can complete any quest in game with a low to moderate constitution. Yes, I said it!

If you feel you need everyone in your group to have 400 HP or more, and a Con of 26 or more, then by all means, keep on keep'n on.

However, it isn't neccessary, at least not by all eyes.

lol make elves and drow even more gimp, if your going to do that drop the -2 to con for those races. Make it even harder to roll toons like twf pallys who need to distribute points in more than 2 different attributes. And this might be news to you but you can yes *gasp, shock, horror,* roll a charactor and make it work pretty well with under 16 con yes 14 con or even worse 12 on a drow or elf.

I had a human rogue with 12 CON who had no problem running epics.

You can more than make up for the lower HP with playstyle.

I actually considered making one of those once, but dangit, I keep filling my character slots with such playable characters! :|

"Why did you start your melee elf with a 6 Con?"
"Um you see, lag... there were this terrible lag when I distributed the abillity points for him... so there wasn't anything to do about it really."
    "Lag? Ahh, brain lag..."

My dwarf barb has 12 starting con and 600 hp before rage... don't force me to put more points into con!

I do not care what your con is as long as you do not die often and play well.

    This really isn't true.

You can't make up for the inevitable lag spikes, rolled 1's, human error and plain old bad luck with playstyle.

But you can mitigate them with HP.

There are some parts of the game where you will likely take large amounts of unavoidable damage.

Not having enough HP means you will die and fail the quest or raid.

Well of course, within the limits of reason. I'm not advocating 6 CON builds here, just saying that above a certain minimum (say, 300-350ish), extra HP is just room for error, and with careful play, those errors can be avoided.

300-350 is not a valid minimum. Epic Disintegrates (and you WILL roll ones) hit for between 390 and 420. Epic grade disintegrates are used in two of the "easy" epics, VoN1 and Big Top.

More HP is always better, but there is a rate of diminishing returns and good play style and build can drop the benefits of the extra CON to the point where the stat points are better spent elsewhere. YMMV.

While CON is a VERY IMPORTANT stat, it is not the be all end all of game mechanics (IMHO of course )
I believe in mind over matter. If I don't mind, it doesn't matter.

If you're a frontline dps-build you should max your con but all other type of character will get by with lower with some smart playingskills, ie move around so you're harder to hit by spells or hide behind the tank.
I'm not saying you should dump your con but i usually start with 14 or 16 con, depending on build, and never end up with less than 400hp.
If you ever group up with me you will find out that i very rarly die in any quest at any difficulty.
