What doesn't this stack with? I can't think of any other luck bonuses for to-hit.

It doesn't stack with Prayer or Divine Favor's luck bonus to attack rolls.

Recitation is very nice if you have Extend, and if you can manage to keep it up on all Melees (but Melee FvSs and Paladins) it is suuuper nice. especially for Critical based Fighters (because the damage scales with crits, just like all other.)
(with its shorter time its kind of a pain in the ass to keep up. so i normally only use when an AC tank needs a boost)

Not that I'm aware of, but Turbine is pumping out the content faster than I can grind it, so I haven't been keeping up with loot drops.
