What did i miss, when did these become valuable again?

I was under the impression that since the alclarity bump did not stack with haste, these were of little value.

Didn't you hear? When Gianthold becomes Epic, the Epic collar will grant 20% melee alclarity. Of course, this makes it better than running on haste!
