Non-crafted handwraps are not properly applying their enhancement bonuses to-hit and damage. To temporarily correct this issue, players can activate an ability, equip an item, or cast a spell/spell-like ability that adjusts their attack bonus.
While not a comprehensive list, here are some things that can adjust attack bonus:
Greater Heroism
Monk Fire-Light-Fire Finisher
Greater Nimble Trinket
Goggles of Insight
Spectral Gloves
Please note that set bonuses which grant an attack bonus are not resolving this problem. Additionally, if a monk equips another set of handwraps, the attack bonus adjustment item/ability/spell/spell-like ability will need to be reapplied.
Equipping a set of handwraps, logging out, then logging back in will also resolve this issue.
These work-arounds can help your to-hit and damage bonuses with non-crafted handwraps until we’re able to correct the issue. We apologize for the inconvenience.

Awesome! So you handing out spectral gloves to fix this? Or Greater nimble trinkets? Or do I just have to equip, logout, login -- EVERY BLASTED TIME I NEED TO CHANGE WRAPS? How the heck do you miss an issue like this? It isn't like it was buried three layers deep in a corner case. Oh wait -- you didn't miss it, you've known about it for at least 4 days if not more and you still went ahead and pushed this live.
Who is it in the turbine hierarchy that makes the "go, no-go" decision on bugs like this? Did they really say, "Well, ok, this bug basically makes it impossible for an entire class to function beyond the middle level of the game. We can live with that. We'll fix it in the next update a month from now."
This is just one of many reasons why i ended up dropping my VIP status. Very shoddy testing & quality control.
Let's be honest here. If your monk owned when you had the enhancement bonus to your handwraps, then it's still owning without the ehnancement bonus. I can understand needing to vent a valid frustration, but you appear to be going quite overboard, which could have the effect of minimizing more realistic assessments of the situation. It may be better to save dire predictions such as yours for when something class-breaking actually happens.

It wasn't this one that made me stop my VIP status......just a lot of little things that added up that made me feel that what I got out of VIP was just not worth the monthly cost.
I appreciate the quick responses from the the devs....but lets be honest here. They knew it was broke before the patch...yet they still decided to release it.

This bug was reported on Lamania both in the Lamania forums AND in bug reports. It should have at least been in the known issues list before 9.1 was released to live servers even if they weren't going to fix it before releasing 9.1.
I will say that I am VERY happy that Turbine managed to kill the vanishing Tiny Ingredients Bag problem before releasing 9.1. They are getting better with many of these issues. They still have a fair way to go before they actually hit "good", though.

That's the problem. The only way to get a prompt and informative response to a problem is to get enough people to post about it on the forums. If they were more proactive about actually dealing with the bug reports they received, it would go a long way towards relieving the frustrations of the players. If this had been listed in the known issues when the update went live, the response would have been very different. As it stands, what was accomplished by filing the bug reports on Lammania? As far as the players can tell, the issue wasn't investigated until this thread got their attention. The bug reports that were filed may be sitting in a database somewhere, they may have been closed, or they may be being investigated. It really doesn't matter, because from the player's perspective, all they can see is that bug reports were sent in and never acted upon until a thread about the problem got their attention.
That's why I don't bother with bug reports anymore. Until there's some kind of feedback system to at least let the players know the status of known bugs(And I don't count the so-called "Known Issues" that aren't actually known issues), there's really no point to it.

My monk kicks a** but if I change wraps I go from +39 Bonus to hit to +28. Reequiping my epic spectral gloves fixes it but losing +11 to hit bonus is really messed up and something my monk can't do epic content without.
Why I'm losing +11 from my bonus I don't know because that's far more than the +4 bonus on my wraps.
As of 30 minutes ago, toggling PA doenst help at all, and swapping Specral gloves fixed toHit, but not damage. Logging didnt seem to help. Only thing that got my damage bonus back was wailing on my training dummy on the airship with a quarterstaff until I got the Hours of Practice buff, then swapping to wraps - and the problem came back after I left the ship 8-(
