I believe elite horoth requires a 90 AC to only be hit on a 20.
you will get more with the gear and enhancements you will be using when you switch.
a lot of 'buff/unbuff' depends on gear. A buff could be shield of faith or barkskin...but there are items that can give you +5 shield of faith (deflection) and +3 or +5 barkskin.
a lot is gear and enhancements/prestige effects.
look at some of the lists here...google for definitive ac thread...there is so much to look at..
the list above this post (or a few up) shows some of the ways to do it.

If you want to get a really high TWF AC you are pretty much going to need buffs. UMD is pretty much a must to be able to use CL:5/10 Shield wands. Recitation scrolls will net you 2 more AC and last about 90 seconds. Haste potions/clickies will get you another 1 AC.
Nobody can put an AC on this forum without including buffs. The OP asks for level 16 and someone posts their LEVEL 20 build.
He obviously don't have top of the line gear, but posters continually post AC levels that can only be achieved with certain gear.
Sometimes it's threads like this that end up doing more harm than good.
