Chain lightning seems just as glitchy as it was pre-update 9. Sometimes I'll hit one enemy and the two guys right next to it won't get zapped. I'm not talking about them evading or anything, it just doesn't bother arc-ing. I'd ditch chain lightning for greater heroism. Ball lightning is much more reliable for damage and GH is going to come up a lot more.

Another spell I suggest is cyclonic blast, possibly taking out protection from elements. You're going to have a healer in the party most of the time and I've found that they almost always caster protection from elements mass as part of their buffing spiel.

Cyclonic blast is actually a lot better than I thought it was. It seems as if nothing is immune to wind damage. I've even done full damage to air eles! But any time I come up against something that's immune to my lightning, and possibly cold (my secondary element), I chuck a cyclonic blast at it and it's big damage.

It's also pretty handy for enemy clouds and sleet/ice storms. Yeah gust of wind will blow them away too, but the no-damage really hurts. A word of warning though, cyclonic blast is really hard to hit multiple enemies with. I think it's light Lightning bolt where it's a very thin line.
I use Chain Lightning constantly, even while soloing on Epic. There are instances where it can skip a target or two, but I've never had it outright fizzle and it often ends up having a further area of effect than either Ball Lightning or Otiluke's. When you are at cap the 5 caster levels of damage difference between ball and chain is very noticeable when running endgame content.

Greater Heroism is easily scrolled, there is no reason to ever carry it as a casted spell. Scrollable version is identical to the casted in every way and lasts 11 minutes, which is more than acceptable to free up a level 6 spell slot and to save your SP for nukage, rather than buffage. Plat really has little value or use, so a Sorcerer should scroll every spell that can be scrolled effectively.

As far as relying on a Cleric (or anyone else for that matter) for PfE... A Sorcerer has the capability to be highly self-sufficient, and should strive to attain as much self-sufficiency as possible. There are times when you, as an arcane, will be away from the main group, either kiting shadows in ToD or soloing a base in eVoN 6, and you should be prepared to handle things on your own. This not only helps you as the caster, it also helps the group by conserving resources and giving the divines one less red bar to worry about.

Cyclonic Blast is a nice spell, though I would like to see it have the same AE effect as Cone of Cold.

I found Cone of Cold harder to target. Often, due to the terrible physics of Eberron, the spell wouldnt work if the elevation was slightly deviated, or something small was in the way.

Cyclonic Blast has similar terrain difficulties but it's AE fan is not nearly as wide as CoC, and both are prone to disappear into the ether on fast mouse look turns.
