Then you get drow with extra Int and Cha.

The you get 32 point builds. Drow's stick with 28.

Then you get 34 and 36. Do Drow get 30 and 32?

Yes, drow get more points, just as other TRs. As you said, 30 points for first TR, 32 for 2+.
