Cyclonic Blast Question

So, I picked up the Cyclonic Blast SLA today and tried it out on VoD and Hound trash. The spell seems *terribly* inconsistent in terms of damage. Sometimes I would see "39", and sometimes "650". Is this normal? Is there a save that's double hitting it somehow?

If it's untargeted, does it do more damage? I can't figure it out, but it was terribly inconsistent, and I thought it might be bugged somehow.

For the record, ive got the damage increaser maxed, I have a 50% potency item that affects it, and *most* of the Kinetic crit and crit enhancement APs spent.

I have it for odd cases id need it, but I rarely use it. Just isn't dependable as a ball of lightning.

I'm with ya. I tried it and dumped it as soon as I could. I've had the same experience as you. Definitely not worth the extra 225 sp points (if ya take fire shield just to get it) as I can't think of a situation where there isn't a better and considerably cheaper alternative.
