Sorcerors do need to wait a long time after changing one spell before they can change another one. Only exception is that new item Blood of Dragons. And giving every sorc two of those was fair, since spell system got a major overhaul, and players should be able to prepare to those changes. Spells that were not included in vendor list are mostly the spells that would be gamebreaking when mass cast from scrolls. And if wizard is eager to learn new spells, he shall be prepared to pay the price. Hopefuly, AH prices will lower when more of those now expensive scolls hit the market.
while I'm all for upgrading vendors and adding some reasonable "plat sink" among them, just adding every scroll in the game to vendor list seems unfair to all those who learned those spells "the hard way". Also, some scrolls were excluded on purpose.
