Renown decay is going to continue regardless of whether they log on, in fact not logging on will cause the decay to DECREASE as thier account enter the "inactive account" status.

Besides no one really cares about the level of a fake guild on the test server, you won't actually lose any perks until level 93, and then after that until level 78, both of which are the plat bought experience shrines, which can be bought with the free turbine points you can obtain on the test server everyday. The ship is paid for and will stay, so there really is no need for concern.
