Why? It was that other persons loot to do with as they please. They can loot, give away, trade, put up for roll, or leave to rot in the chest.

On the other hand, will it kill you to know that someone is getting use out of that item you didn't even care enough about to take and sell for plat?
I agree that this isn't necessary. Such an argument could be applied to many of the changes that have been made. That doesn't mean it's a horrible idea.
It might kill me if the other player was a jerk. I sometimes enjoy being a jerk back. Of course I could also solve that myself by grabbing the stuff in the chest and destroying it.
Would be helpful for those times you acidentally misassign an item to someone who already left the quest instead of the person who could use it and the other player can't come back in to reassign it himself.
I don't know. Perhaps if there was a warning to the effect: "You have left items in chest. Would you like it to be reassigned? Click Yes/No".
If it required little work to code I don't see why not, as long as the original person assigned the item got the choice to reassign it or not. That would prevent griefing someone by not raising them and then taking their generated loot.
/not signed to the OP's idea, but if it were to be implemented to avoid the situation above, you could put an "abandon loot" button next to the "loot all" button on the chest window. After you pick up your favor token and whatever else you want, you could click "abandon loot" which makes whatever's left retrievable by anyone. Someone would have to actively make the loot up for grabs, but it'd have to be manually selected by the other players; you couldn't hit "loot all" for abandoned stuff. Of course, that leaves room for whining about ninja-looting the leftovers.
It's really only a little bit easier than what I do now, like passing spell components or mnemonics to the casters/clerics manually.

I don't know if it 'should be' distributed, but that would certainly be the polite thing to do. I don't see why someone wouldn't do it unless they had to run half-way across the map to do so.
People I play with always ask if someone wants an item they aren't going to loot before they leave the chest. Often players even pro-actively set class specific items to other players in the group that might need them like scrolls, wands, even mnemonic pots.
And this sharing/benevolent behavior seems to be the norm for most PUGs I've run as well.
