Awaken Elemental Weakness

Maybe I missed something while testing this but the Awaken Elemental Weakness effect for the Sorc Savant PrEs lasts for 30 seconds and the cool down is 30 seconds but the descriptions says it can be stacked up to 5 times. Shouldn't a character be able to at least stack it once or twice on their own?

Cooldown is only 20sec, and if you recast it in that 10sec window it resets the timer. So 75% vulnerability is possible.
85% if you count Dark Monk debuffs (provided they can land them post-U9).
