All the details are in the comment, but i'll re-attach, here

I run into this problem on High/Ultra High settings (and can avoid it altogether if settings are set to Low before entering a quest). Note: Directx9 is enabled in this clip, and the same occurs on DX10 or DX11 they seem to have no effect. Please help, Server: Ghallanda - Name is in the bottom right corner. If you have any suggestions on how I can KEEP UltraHigh on and get rid of this problem it would be greatly appreciated. 100,000PP Appreciated if you're on Ghallanda - Talk to Voltelin

That's crazy! It looks like the Hobgoblins in Tangleroot have been hitting the bong! Does this always happen for you, every time you enter this quest?

I saw something similar to this in the "Information is Key" once, right when I got to that first drop-off into the sewers. The next time I went in (a few days later), the problem wasn't there.

Go into your nVidia control panel, and set everything in there to application-controlled.

Although it would be a pain, would you be able to list (or screenshot) your nVidia settings and your DDO graphics settings?
