my fvs/monk/wiz just hit level 18 and was hoping to take the manyshot feat, but it shows the dexteriy 17 requirement unfulfilled. She started with base 13 dex, used a +2 tome, and took the elven dexterity enhancement line to total 17. Does this not fulfill the requirement? She also has the other prerequisites for manyshot. Please enlighten me.

Nope only leveling advancements and tomes count towards prerequisits

Might I suggest you download the DDO Character Planer, it can help you avoid these kinds of mistakes in the future if you plan your characters out ahead of time.
