The lowest amount of skill points a class can receive is one. This will always be one until the modifier is positive. It doesn't matter how far in the negatives you go. It will always be one.
Running it through the planner, I came up with more skill points with a starting INT of 8. I might have overlooked something, but it looks like starting INT at 8 yields an extra 13 skill points compared to starting with 7. You still might want to start both INT and CHA at 7, depending on whether you plan to use Silver Flame Healing Potions. That way a +2 exceptional in either would take you above 10, but it depends on what Epic items are available with a relevant ability +2 exceptional and a slot. I use the Epic Goggles of Time-Sensing with INT and CHA slotted.

I put 11 ranks in Balance, 1 in Tumble and the remaining 12 in Jump.
I assumed you would want to bump up your Stunning Blow DC but ran out of AP for the last level, which you can probably get away without, seeing as your STR will be so high. I had 3 AP left over so I thought 2 extra action boosts would be the best choice, especially if you plan on ever using the Ravager set and can slot GFL somewhere else. You could drop even more Stunning Blow enhancements and take Fighter Toughness IV, depending on how reliable your stuns end up being.

When I'm not holding aggro I can throw scourge choker on, but it's the initial phase that I'm worried about. A lot of people say 700 is low for tanking horroth.

If you don't have any special armor in mind, you can wear the Epic Cavalry Plate for the Horoth fight for an extra +10 HP. You will also be getting 30 temporary HP proc's from the Demonic Shield. You won't really have an issue holding his aggro if you get a short lead so you can probably ditch the Bloodstone for this fight too in favor of the Greater Stalwart Trinket for a further +10 HP. Madstone Boots give +4 to CON so that's 40 more HP you can have at the start of the Horoth fight. I like to use the clicky just before the haste. While a sustainable ~700 HP might be lowish for tanking Horoth, it's not terrible and with good healing amp you might find yourself being the best choice many situations.
