Only ViP's will have access to the new quests. Become ViP or wait to purchase it on the live servers.
It's POSSIBLE they may make the new pack available in the ddo store on Lamannia, but not guaranteed.

To add on to what has been said, when U9 comes to live, Premium players will have to wait a period of time, probably 72ish hours, to be able to purchase this content pack.
VIP = Early access. One of the few perks still to subscribing.

ok for the server of game...
but if i come to lamania i come to test the new adventure and the new change in game
if the developer don't want preium account to try new quest ...ok!

Wasn't there a guy standing on a ledge under the harbour bridge that gave you fake TP's to use in the store?
Or did I dream that?<------Pay no attention to the join date, played pre-launch in EU & moved to U.S. servers.
