Rogers sucks. Shaw is just as bad. ISP's are pretty slim pickings for Canadians (even when you go with smaller providers like Novus, they are just a 3rd party supplier from Bell/Telus).
Canadians have it pretty bad -- and the governement isn't much help. CRTC is, from as far as I can tell, either corrupt or ineffective or both. CCTS is effective, but under-utilised (plus they can only really be used in matters directly relating to billing/monetary disputes).
Still, as long as most Canadians don't take up a voice as to how certain issues are handled (ie: telecommunication regulations, copyright reform, etc), they have no one to blame when they get screwed. Even that usage based billing from Bell almost made it through with barely a whimper. And bill C-32, pretty much just waiting for an effective date. /shrug
Edit: It looks like C-32 was scrapped recently.

I used to have my cable tv with them but switched off them years ago when they tried that reverse billing scam. They gave all their customers a bunch of extra channels no one wanted and then sent us the bill for them. It was up to the customer to phone Rogers and tell them they did not want the extra channels.
Totally not surprised they are frig'n with the rig'n.
Yes, they are so much worse than Bell, Telus, and MST who were found guilty by the CRTC of basically putting fraudulent charges on customer phone bills for years and who had to recently cough up refund cheques to every single customer they had as compensation for the practice.
I have no doubt they are all doing the same thing.
I recently switched from Rogers to Bell because I got 6 months free Bell service as part of another deal. When I do speed checks both my throughput rate and my ping rates are better than on Rogers. But for some odd reason youtube now has performance issues and DDO gives me more baby lag spikes. Clearly Bell is squeezing me on those services, and since Bell feeds all the DSL providers, that means everyone using DSL in my province is probably getting screwed.
Canada isn't the only one.

Lol, ya, Shaw tried a similar scam on me -- they switched me to a Novus Package ($54) to retain me as a customer, then claimed I didn't specifically cancel all the other channels from my previous package -- so I owed an additional $150 a month (x3 months). Lol, had to file an action with the CCTS on that one.
Rogers and Shaw are one an the same -- one scum for the east, the other for the west
